I've used prgmr for about a year and a bit now, and I can say that there has only been about two hours where my VPS was down after a hardware move. The price absolutely cannot be beaten anywhere! I rate their support as "average" simply because, aside from "my domain is down" there really isn't much... if you're the person who wants to call support to have something done for you, then prgmr is not for you. If you want to customize your own kernel or customize your httpd, then prgmr is definitely for you. I like their hands-off approach. CPU and RAM scheduling is very fair. Their wiki and irc channel are both full of great tidbits.
